Really? React DevTools need to do a lot more than just the elements+props pane (e.g. profiler, hooks integration)
Flipper is just a desktop app with a communication channel with a host device. You can do whatever processing on the device and then send it over in the standardised format and it will be displayed. There's also delineated APIs for all the other plugins too.
