Maybe the cost of supporting small users--who are unlikely to grow into Enterprise accounts--makes them undesirable. If you want private repos but not the code review tools, maybe Github doesn't want you to feel like they owe you anything.

Yes, but there is a massive difference in expectations when you don't pay. For example, if you submit a feature request, it's more of a "suggestion": when you don't pay, and a "demand" when you do :-)
