There are Zigbee/Z-Wave solutions that are completely local, but I don't think any of them support voice control without cloud

Philips Hue stuff all use Zigbee. I actually have a Zigbee USB controller that I've been playing with. You can use http://homeassistant.io to connect it to Google Assistant but seems like a pain in the ass.

Remote control becomes more difficult. But then the cloud service could just be a dumb bridge from the internet to your LAN.

I've been working on a local protocol with security in mind to try and address this stuff. Apple's IoT stuff is my inspiration because their mDNS/bonjour stuff they use is a solid Tech.

There's no need for a few service hops to add five seconds of latency. I'd rather they fix that and not give assistant apps an API to access to my local network. The high-quality voice recognition/generation needs the cloud.
