Easier said than done obviously, but we ended up buying a place because of stuff like that. On the east coast, but was a $500/14% raise in one shot. Now I just deal with constant tax increases, but still better.

Have you tried negotiating? Mine was going to go up around $400, but after emailing it went down to ~$150 more. The rent I'm paying for my apartment is less than what new residents are paying in the same complex.
