I regularly see trucks in California driving with no tarps or cover, dropping gravel, produce waste, and other random crap onto roads and peoples cars. Is there just an epidemic of poor illegal truck safety or is there actually no law against it?

Driving along the highway 5 towards Gilroy, we saw probably a dozen trucks with open tops and grates along the outside carrying garlic. For tens of miles the highway was covered in garlic peel. Feels like it’s allowed because it’s hard for the highway patrol to miss.
