Driving along the highway 5 towards Gilroy, we saw probably a dozen trucks with open tops and grates along the outside carrying garlic. For tens of miles the highway was covered in garlic peel. Feels like it’s allowed because it’s hard for the highway patrol to miss.

I have also seen this situation a couple of times, specially from Santa Cruz to the landfill up the highway one, twice I just couldn’t read the license plate and they were already getting off the highway, but very distressing to see them dropping junk for miles

And yes both times it was somewhat covered by a tarp, but not enough to prevent the situation above described
