You can add location information to your Tweets, such as your city or precise location, from the web and via third-party applications. You always have the option to delete your Tweet location history. Learn more
The hard part is making the hints generic enough, and wording them in such a way that doesn't lead the developer to waste time if it's not actually the problem.
Ability to surface the “original” and/or generic error would solve that. “Here’s what I think a good hint is, but, if that’s not helpful then here is what the original error was.”
