I don't think this is true. What if you launched early but your product was so bad that it drove away all of your early interest? It's very hard to regain people's interest once they've already evaluated your product and thought it was terrible.
Honestly I think quite frequently. People sign up to the marketing of startups, download the app, look at it once and then delete it never to use it again.

I would bet that the cost of re-acquiring a customer is even higher than the cost of acquiring them the first time. And that's why good businesses concentrate on retention.
