Negotiations work through both trust in someone's words but also fear that if you don't somewhat concede to them they might take some action that could negatively affect you. But obviously this is a two-way street and carrot-and-stick thing.

But, I think the aggressive style of negotiation he is trying to argue for wouldn't be productive because it doesn't actually project strength. It looks miserly. Better to attempt to negotiate in good faith for mutual benefit and aim for future flexibility and positive ratchets.

At the end of the day, it won't really matter how well you negotiate today. It will matter that you do not burn bridges, and that you do your best to be a good partner. And the trade relationships a country will end up with generally depend on a countries productivity.
