The tendency for states to behave in this way will likely aggravate both protectionists and redistributionists. But they can't easily change this because it is the effect of the competitive relationships between nations.
A free market is one in which highly profitable companies and people can choose to immigrate to countries which have both the most consumers of their services and the most favourable tax regimes.

What can be expected is the continued moral posturing and politicking or market participants in line with their incentives (whether that is arbitrage of low living costs with a high-paying remote job, or whether they are tied to a particular country or must stay on message, etc.)
