This is one of those moments when you might wish for a world government. Even now, if we had such a govt it could impose strict worldwide lockdowns and have a chance of containing #COVID19. But we lack such a govt, or sufficient experience making world treaties fast with teeth.

Why would a world government be as good as the best existing govt? Wouldn't it be more like the median existing government, ie not very effective?

But even in that case you might prefer world govt to deal with this problem, due to it producing correlated policies.

What is meant by correlated policies? Surely it is preferable for different governments to implement policies dependent on their unique environments. That way we can see what works. Also, a single decision made by a global bureaucracy might be tied up in regulation and so fail.
