Just to be totally and completely clear, starting an argument with "Just to be clear" "It goes without saying but" or "It should be obvious by now" or their ilk is a hack rhetorical move
"Just to be clear, what I mean is that [...]" is a way of emphasising a central point that wasn't previously expressed clearly.

I guess I don't pay attention enough to notice this! I use the expression really frequently because I often badly explain things to begin with and then later on think of a concise way of expressing myself.
