What's the legal situation for fishermen in Europe regarding bycatch? If they're supposed to mitigate bycatch but there's no punitive fines or prison sentences to compel them, they'll probably do little or nothing. Do they have to be caught by Fisheries Protection officers?

Fishery policy is of 2014. Bycatch is not allowed to throw back and it's forbidden since 2019 and nets are controlled and catches should look sustainability (MSY). But...
