I don’t think you can without building up a ton of trust and transparency. People have flat out told me how badly they’ve been treated before. If you’ve been ignored or even faced retribution cos of your feedback you remember that forever. So leadership has to demonstrate.

A few quick thoughts: I like
@clairejlew's tips of asking questions that are anchored to a specific time span. i.e., "In the last 60 days, what are your thoughts on XYZ?" It seems to help everyone to focus on specifics vs the macro-level. -
When I'm in a 1-on-1 with employees, I use this technique called silence. I'll ask a question like above and if they don't say too much as a quick response...silence creeps in and then they start opening up about more things. Learned this from my therapist.

Anonymous survey with per-user tracking ID in the URL. At least, that's how every company I've worked for does it, so I guess it's industry standard.

I once responded candidly (NOT unprofessionally, just candidly) to such a survey, and it quickly became clear that my boss & my skip level had read it and knew it was me. I now don't put free-form comments in such surveys, ever.

If they show that they’re open to feedback and they systematically act on feedback that they receive, they don’t need to do anything at all. If they *don’t* do that, the best way to get honest, reliable feedback from most people is to fire them.

Ooo, yes, acting on feedback is super important. You’re not going to get honest feedback if it doesn’t make a difference.
