Yet again I wish the `cookie` crate would separate the signing feature to a different crate.

I think every general-purpose cookie library should have signing and also encryption of cookies as default features that are put front-and-center so people can't ignore the possible need for such.

I agree that signing/encrypting cookies is a good idea for servers, but a client doesn't really care. If just receives a Set-Cookie header, and needs to decide when it expires and what requests to include it with.
