Still undecided if the new features for reqwest that required a newer compiler should just be a new patch version, or a "breaking change". I'm leaning towards just a patch.
The exact same happens if you set a dependency to "1.2": cargo will update to 1.3 since it's considered semver compatible.

I did not realise this, I thought it would only update on patches (so would be equivalent to 1.2.0 <= crate < 1.3.0), thanks for informing me

The idea there is that 1.x should only introduce new features, not remove old ones, so it should work out. I believe the "patches only" is to use ~, like "~1.2".
