Still undecided if the new features for reqwest that required a newer compiler should just be a new patch version, or a "breaking change". I'm leaning towards just a patch.
To clarify, if reqwest were v1.2.3, I'd expect new features requiring a newer compiler to make it v1.3, not v2.0. So the equivalent means v0.9.6, not v0.10.

The issue is that many people specify crates by “0.x” to make sure they get patch versions, but this change would cause their builds to potentially break. However this is a 0.x release so semver is a bit fuzzy still and breaking changes can happen whenever

The exact same happens if you set a dependency to "1.2": cargo will update to 1.3 since it's considered semver compatible.
