For what it's worth Firefox normally starts requiring a new Stable two weeks after its release. 1.25 to 1.27 had an issue that was considered blocking, so it jumped from 1.24 to 1.28.

I don't think there should be any hesitation to require a newer compiler if a dependency asks for it, meaning moving the burden to distros is acceptable (they are free to patch code to keep compiling with old toolchains, if upgrading the toolchain itself is not acceptable)

I also think requiring a new compiler version should be an explicit step (should be on readme and ci), so am not a fan of latest-stable policy... causes pain for distros, and I feel the extra effort is negligible
