Some sort of @rustlang version detection should probably become more official.
Even without it, we all use build scripts to parse the version output, but that just means the ecosystem can have widespread breakage if the format changes.
I'm unaware of a way to "feature detection" for compiler features. Maybe by trying to trigger a build with a minimal example using the feature?

like, say, "is NLL in use?". Most of the rest ("I have simd", etc) are testable. Perhaps we need cfg items for whatever isn't covered - or a way for http://build.rs to create supplementary cfg variables. Like ansible facts, if you're familiar with those.
