One of the key differentiators is land use regulation – A mid-level civil servant can live in a home that would require the salaries of two senior professionals in CA/MA/NY. "It's time to build" is the de rigueur motto of state government, not an aspirational VC call to arms.

To be fair, there are many places in CA where that is true as well, just not in the most desirable places. Is this the case in the most desirable urban centers in TX? What about TX’s land use regulation produces this? (I’m well aware of what causes the issues in CA fwiw)

Anecdotal but some close family friends moved from LA to DFW primarily bc of lower cost of living and better access to higher quality education for their kids (elementary and JR high). Apparently it’s easier for lower income folks to go to really good public schools.

Is that due to better governance or simply less developed land / lower density population centers?

CA’s tolerance of street crime, dealing, open air drug dealing, defecation and urination, tent cities, etc.. I’ve never seen anything close to that in TX or FL, because it is not allowed and laws are enforced.
