    Prisoners being counted as residents of the districts in which the prisons in which they are held are located, even though they can't vote, is a new and improved variation of the 3/5 clause of the United States Constitution.

    Just waiting for some centrist to propose that prisoners get 3/5ths of a vote.

    This is another big win against Republican gerrymandering in one of the absolute worst states for it. Republicans have won kept control of a legislative chamber despite losing the popular vote in 6 of the last 9 elections

    Most people don't realize this: not only can incarcerated people not vote, but their population counts towards the (conservative) towns where they are incarcerated when drawing/allocating districts. White people literally amplify their voting power by incarcerating Black people.
