Short answer: IRBs are used to evaluating experiments from the life sciences and social sciences. It’s a pretty good bet that there are no computer scientists on UMN’s IRB. Could any of us explain this experiment to a committee where none of the members have ever heard of Linux?

IRBs used to be pretty rare in computer science, but the are pretty commonplace now. Universities should be able to handle it by now.
