I think CA does ranked voting too.

They have a two round system, where all candidates run in the first, and then the top two run in the second. Here's a concept: don't blame voters, period. Want people to vote? Give them something worth voting for.

Not only that, but make sure their votes count. Who cares how passionate someone is about voting if their vote doesn't matter? We need to make sure that everyone's vote always matters. So we need changes like RCV, proportional representation, open primaries, popular voting, etc.
