Govt jobs programs--for example, the Census produces a measurable spike in employment every 10 years. No reason we can't duplicate that. Also, you can effectively alleviate poverty by expanding the welfare state.

Those help offset much the pain during job transition for sure. What can be done to help people get new careers when prior is obsolete?
