"DERELICT BALLOON ADRIFT" at 50,000 feet was just reported by the crew of a Cessna Citation private jet cruising at 43,000 feet near Kansas City.

So another way to view layoffs is executives acknowledging that certain initiatives will be put on ice and some systems will be in keep-the-lights-on mode for the foreseeable future.

That was pretty much my JavaScript readability review PR at Google because it took them so long to line up a reviewer and that person to deign to review it that the coding standards for Angular changed radically in the middle of the three-month process.
That at least some execs have concluded they don't have the right people in place for whatever comes next and are taking the opportunity and macroeconomic top-cover to reset the deck.
