I love how so many people are diligent enough to put their trash AT a garbage can, but not so considerate as to realize "This one is full" and find another one.

IMHO, true to a point. But who passes the laws? And who demands that specific laws be created? Collectively, it comes back to the individual. That pile of trash tells you something about a lot of individuals in the US.
