I don't think anyone at Google will ever answer the phone. They have now launched call screening that will transcribe you begging for their attention. I think you should contact a lawyer to investigate whether this is within their terms. I know lawyers don't love fighting G.

Actually it could be a job for the ACLU and EFF. They got President Trump to stop blocking people, which is arguably a much bigger ask than honoring subscriptions.
