Ah, this is the result of a Content Owner using Content ID claiming a video with their music in it, it automatically adds that to any claimed videos. It is only a feature of Content ID claiming and not for regular Creators: https://support.google.com/youtube/answer/2797370 …

Thanks for the screenshot. This option isn't for creators, YouTube places music info on a video if we find copyrighted content is used. This is only if the music right-holder has agreed to allow the use of the content. More info: https://yt.be/help/dLVy . Hope this helps clarify.
