You see them described as "non-lethal" in discussions where all participants know that "safe!" is bullshit, and also know that everyone else knows this, too. "less lethal" is more appropriate, but of course this is more detrimental to the narrative of the "safe!" proponents.

I saw somewhere that they’re designed to be ricocheted off the ground, but the police have been deliberately firing direct shots in order to maim people.

I question whether even that notion is credible. Shooting that way would reduce the kinetic force some, but I don't think it's plausible that there is even an attempt to teach anyone to use them that way, or that the technique figured heavily in any design or marketing.
