It is a horrible thing that people are not in complete control of the end results of the actions their consciences or the rules governing their profession require them to take. But it's true. Most people truly do not intend to make things worse rather than better.
Good intent is great but the impact in this situation is what counts. The impact was BAD. Why are you defending it?
