The National Endowment for Democracy originates from the 98th U.S. congress in 1983 with H.R. 2915. It was signed by Reagan on November 22nd, 1983. The NED receives tens of millions of dollars in funding from congress each year to meddle in other countries' domestic affairs.

In Venezuela, the NED spent $415,000 to spread "cohesive and coordinated messages that accurately inform them [Venezuelan citizens] about the situation in Venezuela" through non-traditional media... in other words, to spread Spanish language anti-Maduro pro-U.S. propaganda.
