the shelter system can also be a very dangerous place. In fact all of it can be but for anyone seeking warm who's been turned away this is not a bad option.

Absolutely. Folks should know what their options are, and know that they can go directly to a shelter without police interaction. It's good and important to communicate and ask permission before calling authorities.
