A security issued on a blockchain is 100x better than a paper one -- you are still centralized & have to trust the issuer but it can move with less friction and can be more easily held by users, giving them more control of their wealth
The second part is simply wrong. It's never MySQL+GPG but also a ton of code around it. And for some use cases the tradeoffs and affordances of Bitcoin will be good enough that it won't make sense to handroll.

It did sound a bit more generic than that, but fine. I'm not wedded to this specific use case. The hype surrounding blockchain might will defeat gatekeepers that "MySQL+GPG" couldn't, or it might not. I agree it's not necessary, but Bitcoin is certainly capable of supporting it
