A programming language or OSS community is “healthy” if and only if a higher than average percentage of its members are high-skill, high-knowledge, and they hope and plan to remain in the community for the indefinite future.

I don't think this is a sufficient condition. Common Lisp community ticks all the boxes and it's -- sadly -- one of the more dysfunctional.
