Interesting piece and good questions, but the fina prescription comes out of nowhere and seems unsupported: “Only a long term vision that decouples housing development from the private market will eliminate the incentive to cheat the system to maximize profits entirely.”

I disagree. Developers are cheating the system to increase profit. We can put reforms in place to make this more challenging, but ultimately so long as housing development is a business, developers' primary motivation remains maximizing profit. That begets corruption.

The point of my column this week is that not all process improvements are developer giveaways. The "efficient government" conversation *is* easily cooptable by business interests, but that doesn't mean it's not worth having.

True this: "The City desperately needs more housing, but in our current system, what gets built where is at the whim of private developers. Developers decide what to build where based on what will extract the biggest profit, not by where housing is needed in the community." But..

A column title that reads: "How San Francisco’s lengthy permitting process enables corruption", implies that it's all a problem of the planning approval process.
