Pretty sure some of them are trying to be polite and not guessing what part of North America you are from. Asking a Canadian if they are a Yank is pretty much a no-no. But creepy smiles and wagging fingers are never a good idea unless you are playing a witch in a panto.

It's not polite, it's patronising. Saying 'Where are you from?' or 'You sound like you're from North America!' is absolutely fine. This is a classic middle-aged male tactic and it's grating.
