That seems a tenuous connection to make, there is nothing there to suggest that Deliveroo have suffered a data breach or stored data insecurely. This seems to fraudsters successfully logging in with credentials harvested from data breaches elsewhere.

Why don't they make you re-enter card details if you add a new address (like Amazon)? And handle fraud reports properly?

I had the same thing last year. Someone went on an £84 burger ordering spree across north London. Deliveroo were very unhelpful.
