And when people quote tweet something and then retweet it as well I don't get it, just end up seeing a post twice in succession, consuming my precious eye power
Hands up, I do this often. The rationale is that I had something I wanted to add, but I also wanted my followers to see it on its own. For instance, if one of my mentees makes an announcement or puts out a call for work, I’ll QRT once to say they’re awesome, then normal RT...
...to ensure that folks following me also have a chance to see the tweet in its own right. Probably I just can’t decide whether it’s better to add a plug or just cold RT, so I do both. Sorry if it’s annoying!

I never saw any purpose before, for sharing it twice that way — I'd start reading the original tweet from the quote tweet, and then it's only a click away if I wanted to interact with that tweet directly
