If it's relevant to the drama, it's fine, but I often find it very very hard to tell people that because they immediately say "it's all relevant" and very little of it is.
Some people will use it to procrastinate for sure. But also I think for some it’s a legitimate and valid part of their process. Tolkien created a whole language. I just see it more as a ‘people are different’ thing.

Worth noting that Tolkein wrote those languages for his own sake, rather than for the sake of his stories. Constructed Langauges were his hobby, and the cosmology and histories he wrote where in service to that Hobby. The languages are the reason the stories exist, funny enough
