You address them in a follow up, but in some cases (good cases) the lore directly informs the plot. I also feel this take is kinda pantser-centric? I empathise with the need to feel confident in the world you’re exploring and trade in some rewriting for up-front labour.
It’s also a very useful plotting tool in and of itself. My plot is tied heavily into the lore already, but also having knowledge about my world enables me to come up with further plot points that utilise that lore, which makes for a stronger plot IMO.
