People say "head over heels" like your head isn't over your heels most of the time

For your head to be over your heels would place your center of mass off-balance, which is my personal take on the idiom... Whether it be literally or metaphorically off-balance makes no mind. And yes, I do still concede that this phrase is an idiom and may not truly make sense :p
Actually the original idiom from the 14th century was "heels over head", so I think what happened here was language change did its thing and we accepted what came out even though it didn't make sense, as is so often the case in English.
