The German version goes "Hals über Kopf", which means "neck over head", so that kinda makes more sense.

Same in Swedish, Hals över huvud. But it means to do something unplanned with haste

I think you may be over-simplifying? I’m no biologist but I suspect that any expert of human anatomy would posit that under normal circumstances (for the sake of balance) one’s head may be above one’s heels (geographically speaking) but is assuredly in front of them, not ‘over’.

For your head to be over your heels would place your center of mass off-balance, which is my personal take on the idiom... Whether it be literally or metaphorically off-balance makes no mind. And yes, I do still concede that this phrase is an idiom and may not truly make sense :p

I read somewhere that originally it was 'heels over head' then it got changed somehow. Not sure it's that true though. But yeah Head over heels makes no sense xD
