What do you mean by filler here? IMO if it’s not furthering the plot or our understanding of the characters and their relationships, it shouldn’t be in there.
Oh I see. I’m more of an outliner. I give every character their own theme and have that guide their trajectory. Also, while planning I makes notes after each beat saying how it would make the character feel, what would be most in-character for them to do next.

That tends to create the drama for me as I see themes, values, personalities, motivations and decisions conflicting, which it then textured, perhaps magnified by the kind of relationship dynamic(s) at play.

If I do that and no drama presents itself, something about at least one of my characters needs to change. But it’s this drama that should be fundamentally driving and feeding a lot (if not all) of the action that follows.
