The response seems to be that they were putting on whatever armour they could find along the way, but the armour we're talking about is the very uniform, very branded armour in the picture which still looks weird.
And here I was waiting for an informed answer about this being more lightweight and comfortable for long-distance travel, and hoping they'd have some cool reason why the wrinkles improve it (though I would have thought you'd want the chest smooth and rounded so swords slide off)

It kinda looks like a rush job in that they slapped a layer of leather over the plates without bothering to stretch the leather out. Hence the wrinkles. Maybe.
