Spicy take: ... Danaerys was never set up to be a goodie/hero, and if you thought her character was going in any other direction, you haven’t been paying attention.
For me it’s more the fact that violence/execution is her first response to just about any obstacle and always has been. She’s been threatening to burn cities to the ground since season two or earlier.

Slaver's bay was not a society that upheld civil rights by law/institutions. Violence and threats were the only displays that masters would respond to, or would even get them to consider giving up slavery. In that kind of world, you don't get the luxury or appearing weak or nice.

Even then, she never destroyed people/cities without offering them the opportunity to "repent" first or without appealing to a previously established law/warning/precedent. Her advisors would counsel mercy but she showed she wasn't about that when the lines had been clearly drawn
