that would make sense, i guess it’s just communicated awfully. i do really hate how the bells of surrender set her off, though :/ i think they could’ve had her get high off the power and give her an ep or two of being a tyrannical queen. but d&d refused 10 eps so RIP
I reckon what happened there was that she wanted to create chaos, saw it as a release of her fury; up until then she’d had reasons to justify her bloodlust, and she wasn’t anticipating losing that reason, especially while her fury remained. She hadn’t had her fill yet.

It’s like when you’re super angry at someone and you’ve been imagining what you’ll say, but then they just unexpectedly apologise and you’re like... well now what do I do? Or like when you’re angry/sad and someone tries to cheer you up but you’re not ready/done feeling angry/sad
