I agree re: acceleration, but she has been threatening to burn cities to the ground for a very long time if rulers did not comply, which would imply the death of civilians. I think the people of KL represent Cersei, to her, and so they’ve taken on her hatred.
Which is fairly common with mental illness, to attach feelings by association. They represent the theft of everything she’s lost. Its still quite the jump, but that’s how I would argue it. Also, I don’t think it was ever about the people she purported to care for...
