Honestly? I'm not sure. Maybe players are worried about repercussions? I was only tipped off a few days ago. But it's absolutely a breach of contract and an abuse of relative authority.
That's the root of it all. If someone in a position of power propositions you, saying a hard 'no' or reporting them becomes a very intimidating prospect. You feel like you're at their mercy. What if the company doesn't listen? Does this mod have the power to delete your account?

Pretty much all of those I've spoken to have expressed a fear of speaking out because they're worried it'll be traced back to them and there will be retaliation. But whether these claims are true or not can be discerned by Jagex and handled internally.

Having a social predator in the midst, and skint banning, if you feel that strongly, in aid is be worth sending it as a report. You'd have evidence, and like you say, if it's happened once, it's not a lone incident. People talk, he / she will be common knowledge

Apparently, it is common knowledge :/ I was shocked by how many people started saying things like 'finally this is being addressed' and 'as if this is something new' etc etc. In any case, if the accusations are false, Jagex will be able to discern that and all will remain as is.
