No, for the same reason that I wouldn't blame a liquor store for turning someone into an alcoholic.

Do you think it could be argued that they are knowingly enabling a bad habit, creating something that is inherently addictive (and profits from being so)?

In a sense, yes. But then I think it's a slippery slope e.g. what do we do about all places who sell cigarettes knowing they cause cancer. And further, even things like video games can be addictive. It all comes down to free will and choice imo.

I would only place blame on individuals if they exploit the weakness they see in someone. Like, if you know someone is gambling away their life savings and you push them to do it.
