Doesn't this mean Idaho Blue Cross in non compliant if they are offering plans that are prohibited by the
#ACA? It's hard to imagine@bluecrossidaho not taking federal subsidies.....

I don’t think there is a federal penalty for selling a non-ACA compliant plan. The penalty is to the individual for having one.
